After the midterm of 1894, resulting from the panic of 1893, 103 "Bourbon" Democrats, out of a total Congress of 335, lost their seats. The Democratic Party of the late 1800s was states rights, small government and anti tariff. They then went into a pupae stage of populism under William Jennings Bryan before emerging fully progressive with Wilson. Wilson would look at DSA and go "right on" whereas Cleveland would look at DSA and go "Egads!"
